Statistically speaking don't think it make sense academically gifted are one or two race. Intelligence is evenly distributed and as mentioned some student push more than others and/or have more resources than others. Zip code shouldn't determine your outcome the real solution is double down give all kids structure to learn and grow charter school that do it well are good examples lottery based admission so there scarcity in that as well. Top charter school have some highest standardized test score in the city and majority of students are economically disadvantaged but the structure, discipline, and high expectation help kid thrive.
